The hint about "The tip of the steel beam" is located here. Wear the sunglasses to locate the spring and use it to go up. At the top, you'll find another spring suspended in the air. Use the second spring to propel yourself into the Emerald that is floating high above! It takes a bit of practice to get there, but you almost have it...Don't give up!
