There are many more Dynamite Packs on the walkway here. You need to Lock-on to them very carefully. Just Locking-on to everything around you may kill you. Try to Lock-on to just the enemies. On the walkway with a lot of Dynamite Packs, it's safer just to Lock-on to enemies from the right or left side.
